Company hopes to build nine wind turbines near Accident

ACCIDENT – New Dimension Energy Company LLC, a subsidiary of FloDesign Wind Turbine Corporation, recently filed an application for a meteorological tower permit in Garrett County. The company hopes to build nine wind turbines between Bittinger Road and Bowman Hill Road, according to Jim Torrington, chief of the Garrett County Permits and Inspections Division.

FloDesign is a developer and manufacturer of a new, high-efficency shrouded wind turbine that adapts aerodynamic principles from modern, low-turbulence jet engine design to significantly increase power output, according to a California Public Service Commission filing.

The county is still waiting on coordinate information for the permit, said Torrington. Two of the wind turbines were denied Federal Aviation Administration approval for determination of no hazard to air navigation because of their proximity to the Garrett County airport, according to Torrington.

A meteorological tower permit for Clipper Fair Wind, a proposed nine-turbine wind project on Backbone Mountain, has not been issued, according to Torrington. Clipper has submitted a concept plan for the proposed project.

Meteorological towers measure the amount of wind at a proposed wind turbine site for at least a year. The towers have different siting requirements than the turbines and, occasionally, towers are not put in the same place as the proposed wind turbine site.

The tower permit that was issued to EDP Renewables North America (Horizon Wind Energy) for the Winding Ridge was amended from Pigs Ear Road to Cove Road, according to Torrington.

The proposed Winding Ridge project is 20 turbines near Friendsville.

Sen. George Edwards and Delegate Wendell Beitzel have introduced Senate Bill 767 and House Bill 747 asking that certain wind energy conversion systems comply with certain setback requirements. The bills also make requirements for decommissioning.
